Hey great work you guys! I don't know if your familiar with The Order 66 Podcast but one of the hosts, GM Chris, created a rule set for this. I created a wiki for you can find it HERE. You can also download a pdf of it too from the wiki. If you like what you see or if you have some things to add there is a forum to do so.

with regards to the spell scaling and/or swapping idea, perhaps instead use spell chains. the feat in question grants access to the spell chain, allowing successively better versions at higher levels. or some such.
