Is there a tool that can generate a random
overview map of urban environments? Like a black and white outline type map?

If not, is there any interest in me developing one?

Yes, it's called Google Maps. Awesome for modern settings. Nothing beats being able to show players the store front of a building and the parking lot to give them perspective.
