I think the Gutenberg Project is stupendous, I've downloaded a lot of their books - not just sci-fi, but everything that caught my eye. The first book I downloaded from it way back last millennium was "The Art of War."

I'm not sure any of the ones I've snagged could be considered Traveller themed... everything there is out-of-copyright, so they tend to be pretty old. Lots more classic sci-fi than hard sci-fi. I'm just about to head out for the evening, but I'll try to remember to post some of the sci-fi I have snagged.
The first and most obvious is pretty much anything by Jules Verne... he's rather well represented there.
