I would suggest checking the employee manual or company HR policy before bringing this up with a coworker. At all the companies I've been employed with, it's been made explicitly clear during our orientations that complaining about another coworker's choice in food can and will be construed on the default level as harassment. I think it would be best to find out what the company regulations are, or if the person who is considering complaining is in charge of the company regulations, what the regional regulations are, before pursuing the topic directly.
