Hmm. Well ours are very different themed, though it seems they are going to be similar mechanically. Ours is different though in that we don't really have a war going on. The world is at peace, relatively, and science is booming. People are doing well. That is when the rug gets pulled out from under everyone, because science delves too far. Disease and nature destroy the world.
I am contemplating adding a somewhat religious element into my game, where the people are the 'chosen.' They are the ones chosen to possibly live, and recreate the world, or destroy it.
You could have an encounter with religious people, because of course they will pop up. Random religious group either tries to recruit your people, or names then heathens. Really you can run with it.
The world itself should be an encounter. Building destroyed. Fires. Winds knocking people off large buildings, dust storms. Think of everything.
Wild animals would be dangerous. Depending on how many humans are left, more animals would enter the world. What would happen to zoo animals? You already mentioned feral dogs. What about the children? Would they run, die, become savage. Have the players find a child corpse, or a savage kid, and let them deal with that.
Depending on how long your campaign is going to last, food, water, shelter, are all going to be major things your players will contend with.
Entire highway, filled with cars, and everyone is dead. There isn't a real reason for their death, not to the players. Let them deal with that. That would freak me out.
Slavers. People trying not to kill, but to enslave. And if they die..what do you do with the slaves they already have? Can you afford to feed them? Help them?
Hallucinogenic food source? ( Think bacteria on wheat. Hello Salem Witch Trials :P )
