Question - where would I find Boots Freedom of movement? What book specifically?

Looks like my player "made" them from the spell. However, looking at the spell: Freedom of Movement - does the spell mean/allow someone moving in full plate to no longer be restricted by it?

No.It simple allows for the constant effect of the freedom of movement spell to be on the wearer.
This spell enables you or a creature you touch to move and attack normally for the duration of the spell, even under the influence of magic that usually impedes movement, such as paralysis, solid fog, slow, and web. The subject automatically succeeds on any grapple check made to resist a grapple attempt, as well as on grapple checks or Escape Artist checks made to escape a grapple or a pin.
The spell also allows the subject to move and attack normally while underwater, even with slashing weapons such as axes and swords or with bludgeoning weapons such as flails, hammers, and maces, provided that the weapon is wielded in the hand rather than hurled. The freedom of movement spell does not, however, allow water breathing.

As long as they character had the needed materials, and had enough time to do all the prepping and casting, why not have a set of boots like that. The trick is that it usually takes quite awhile to create something like that.

LOL my apologies! Yes, I got that making a magical item for sure.
But boots like what? Boots of freedom of movement or boots of no armour class penalty?

You could have either one. Or possibly even have a pair of boots with both attributes. Just depends on how much magical equipment you want the party to have.

I suppose but there is a cost value as well as what spell would allow that kind of freedom of movement.

If said player was a wizard they could create such a spell. It could even relieve the weariness of a long march with gear. It is magic after all the possibilities are limitless.
